NCP Single Use Tourniquet

Important Customer Notice Update

  • In response to customer feedback regarding FWJ110 Tourniquet Latex-Free Single Use Band Tourniquet, the supplier Medicare Products Ltd is introducing a new version of the product.
  • This product has been independently tested and reviewed by some of our customers. It has been evaluated by clinical end users.
  • The new version of the product will be set up with a new NPC as the colour is blue not green.
  • Details of the NPC will be advised once set up.
  • The pack size will remain the same.
  • The product is expected to be available at the end of February 2020.
  • There will be no change in price when the new product is introduced.
  • An update to this ICN will be given once we have further information.

The supplier Medicare Products Ltd. and NHS Supply Chain are aware of complaints regarding FWJ110 Tourniquet Latex-Free Single Use Band Tourniquet.

The complaints relate to two themes as detailed below.

Pinching of patients’ skin

  • The supplier is advising trusts to review the Instructions for Use to ensure correct usage.
  • This involves tucking the product and not tying it.
  • Please refer to the poster available below in our downloads section.
  • Instructions are also detailed on the box.

Snapping of product

  • CaPA are currently in the process of understanding the concerns raised.
  • Further updates will be given once thorough investigations have concluded.
  • The supplier is advising trusts to review the Instructions for Use to ensure correct usage.
  • This involves tucking the product and not tying it.
  • Only use the product once then discard, as we are aware of instances where the product is being reapplied on the same patient if the first procedure was unsuccessful.
  • Whilst investigations are ongoing, please refer to the poster available below in our downloads section.
  • Instructions are also detailed on the box.
  • Please be advised that Lot 1a, Single Use Band Type Tourniquet, pack of 25 is a different colour to the previous NCP product.
  • The new Medicare Products Ltd NPC product is green.
  • The previous Richardson Healthcare Ltd NCP product was blue.

Change:

  • Nationally Contracted Products (NCP) programme is strategically co led by NHS Improvement and the Department of Health and is being operationalised through the NHS Supply Chain.
  • The main objective of the renewal of the Single Use Tourniquet NCP procurement exercise was to replicate the current competition and maintain competitive pricing below the framework price. Following this award, the NCP exercise has resulted in a 27% cost avoidance if we reverted to national pricing.
  • There will be an overall 2% price increase, stabilising the pricing for the remainder of the framework agreement. Had we reverted to national framework pricing, we would have seen a 29% cost pressure.

Impact:

  • This NCP has been split in to two subcategories and each Lot has been awarded as below:

    Lot 1a, Single Use Band Type Tourniquet, pack of 25 Awarded to: Medicare Products Ltd.

    Lot 1b, Single Use Band Type Tourniquet, pack of 100 Awarded to: Medline Industries Ltd.
  • As of 21 July 2019, the product of the unsuccessful supplier Richardson Healthcare Ltd will be delisted from the online catalogue for a minimum period of 20 months.
  • On the post alcatel document we advised that NCP Single Use Tourniquets would launch on 1 July 2019. The NCP product will now become available to order on 22 July 2019.
  • There will be a potential national cost avoidance of £210, 970 (27%)*.
