Why was the NCP Launch of Lot 2 Blunt Fill Drawing Up without Filter delayed?

In our previous ICN update, we advised that Lot 2 was anticipated to launch at the end of January 2019.

This launch was delayed allowing time for further clinical engagement and cross functional evaluations to be carried out on the awarded Matz Medical product Safety Needle Blunt Fill Drawing Up, FTR2446. Full clinical engagement of this product was carried out to address any clinical end user concerns and to allow time for observations of the awarded product in clinical practice.

Which stakeholders were involved in this review?

Ward Based Consumables Clinical Collaboration Team (CCT) coordinated the review of the product.

Stakeholders worked collaboratively with CCT to review the product against the findings of the Clinical Evaluation report (CET) for the Blunt Fill Drawing Up Device. The stakeholders involved were CaPA representatives, Clinical Nurse Advisors, Acute trusts, Clinical Procurement Specialist Networks and clinicians within trusts.

What clinical specifications were reviewed?

  • Change in bevel of 90 degree to a 45 degree
  • Coring
  • Ease of pushing through paper backing for Aseptic Non Touch Technique and best practice
  • Opening end regarding the Aseptic Non Touch Technique (one end only)
  • Ease of opening tab.

Resolution

The wide spread engagement and clinical feedback has enabled discussions with Matz Medical on adaptations to the product and we are now confident of a clinically assured, fit for purpose product for the end user:
FTR2602 – Safety Needle Blunt Fill Drawing Up 18G x 38mm (1.5 inch).

Currently we are awaiting the product shipment delivery date before we can decide the launch date for NCP Lot 2 Blunt Fill Drawing without Filter.

Previous Update: 18/01/2019

  • In our previous ICN update we advised that Lot 2 was anticipated to launch at the end of January 2019. The launch has been delayed due to further clinical evaluations that have had to take place, evaluations carried out by several different stakeholders.
  • The Matz Medical product originally awarded, Safety Needle Blunt Fill Drawing Up, FTR2446 has now been removed following these evaluations.
  • NHS Supply Chain have worked with Matz Medical to develop a replacement NCP for Blunt Fill Drawing Up without filter.
  • A comprehensive update will be provided by 1 February 2019. This update will detail why the product awarded (FTR2446) has been withdrawn, the stakeholder groups involved in this decision including NHS Trusts, and detail on the new NCP product.

Change:

The NCP Blunt Fill Drawing Up Devices Renewal will now have staggered launch dates; Lot 2 Blunt Fill Drawing Up without Filter is now anticipated to launch in January 2019 whilst we conclude final clinical evaluations. The current supplier Becton Dickinson will continue to supply products during transition to a newly awarded supplier, to ensure continuity of supply.

  • NCP products to launch on 24 October 2018:
    FTR1923 - Vygon UK Ltd, Safety Needle Blunt Fill Drawing Up with Filter, 18G x 40mm (1.5 inch) 5 micron
    FTR2448 - Smiths Medical International Ltd, Safety Needle Blunt Fill Drawing Up with Filter, 18G x 38mm (1.5 inch).
  • As of 23 October 2018, the products of the unsuccessful supplier Becton Dickinson will be delisted from the online catalogue for a minimum period of 24 months.

Lot 2 Blunt Fill Drawing Up without Filter

  • NCP products anticipated to launch at the end of January 2019:
    FTR1922 - Vygon UK Ltd, Safety Needle Blunt Fill Drawing Up, 18G x 40mm (1.5 inch)
    FTR2446 - Matz Medical, Safety Needle Blunt Fill Drawing Up, 18G x 38mm (1.5 inch).
  • When Lot 2 is launched the products of the unsuccessful supplier Becton Dickinson will be delisted from the online catalogue for a minimum period of 24 months.
  • Customers are advised to continue ordering:
    FTR1922 - Vygon UK Ltd, Safety Needle Blunt Fill Drawing Up, 18G x 40mm (1.5 inch)
    FTR1988 – Becton Dickinson UK Ltd, Safety Needle Blunt Fill Drawing Up, 18G x 38mm (1.5inch).
  • Please note that FTR1922 will be an incumbent supplier on the new framework, however, there will be a price reduction to this product when Lot 2 launches.

There are potential national savings of £736,134 (18%) across both Lots.

Next Steps:

  • This ICN will be updated with further information on Lot 2 Blunt Fill Drawing up without Filter launch date as soon as possible.

Change:

  • In April 2017 the NCP for Blunt Fill Drawing Up Devices launched following an eAuction which generated a 28% (£1.1 million) national savings opportunity and rationalised the range to two products on a 70:30 volume split. This was awarded to two suppliers for an agreed period of time.
  • The NCP has now been renewed following a further eAuction to achieve additional savings.

Impact:

  • Matz Medical and Vygon UK have been dual awarded as the suppliers for the Blunt fill drawing up device without filter.
  • Vygon UK and Smiths Medical have been dual awarded as the suppliers for the Blunt fill drawing up device with filter.
  • As of 23 October 2018, the products of the unsuccessful supplier Becton Dickinson will be delisted from the online catalogue for a minimum period of 24 months.
  • The NCP product will become available to order on 24 October 2018.
  • There are potential national savings of £736,134 (18%).
