Situation overview:
- In accordance with the Procurement Act 2023, NHS Supply Chain recently conducted a robust and compliant procurement process for the Intravenous Cannula and Associated Products Framework which is due to go live on 1 April 2027.
- During the procurement process, despite extensive market engagement and regular communications through our procurement system Jaggaer, Becton Dickinson did not submit a tender response and was therefore unable to be considered for appointment to the new framework.
- We recognise that Becton Dickinson products are widely used across the NHS and that this announcement will have implications for many trusts. We would like to reassure our partners that the new framework includes a range of awarded suppliers offering clinically suitable alternatives across the intravenous cannulation category.
- All awarded products have met the required framework specifications, and the new framework significantly increases supplier choice, including an increase in integrated cannula suppliers from two to 11.
- NHS Supply Chain is committed to supporting a safe, clinically informed and well-managed transition, ensuring our NHS partners have the information, engagement and support required as the new framework goes live on 1 April 2027.
- Importantly, there is no immediate action required from NHS partners. Becton Dickinson products will continue to be available through the current framework until 31 March 2027, and trusts should continue their existing purchasing arrangements during this period.
- NHS Supply Chain is working with Becton Dickinson to secure stock beyond March 2027 to support a safe and managed transition to alternative suppliers.

- Trusts should continue their existing purchasing arrangements between now until 31 March 2027 when the current framework expires.
- To support NHS trusts’ transition planning and effective decision making, NHS Supply Chain will offer guidance and provide key information related to the new framework. These discussions will focus on understanding local requirements, reviewing available alternatives, and ensuring sufficient time is available for evaluation, product selection, training and implementation activities ahead of the new framework commencement date.

- To support the launch, we have organised one initial awarded supplier event, with a second being planned.
- These events are aimed at NHS colleagues who work with or procure peripheral IV cannulation, or in the procurement of the devices, including IV access leads, infection control, anaesthetists, doctors, nurses, procurement leads etc.

- Feedback from these sessions will help shape our further engagement with trusts, ensuring support is available where it is needed most.
- In addition, a programme of virtual sessions and webinars will be delivered throughout the launch period, providing flexible opportunities for customers to engage, stay informed and access ongoing support.
- To support local clinical decision making, samples can be obtained through your ICS manager within normal sample thresholds. Trial stock will need to be negotiated directly with your chosen supplier.
